The Dr. APJ Abdul Kalam Centre for Policy Research & Analysis at the Indian Institute of Management (IIM) Shillong invites applications for the Mukhya Mantri Viksit Arunachal Fellowship Programme (MMVAFP), a prestigious initiative by the Government of Arunachal Pradesh. About the MMVAFP Programme

The Mukhya Mantri Viksit Arunachal Fellowship Programme (MMVAFP) aims to engage Indian students and professionals in the planning and evaluation processes of the Government of Arunachal Pradesh. Fellows and Assistant Fellows will work under various verticals/divisions/departments, including the Finance, Planning & Investment Department, and support high-level offices such as the Hon’ble Chief Minister, Hon’ble Minister in-charge of Finance/Planning, and the Chief Secretary’s Office. The program is designed to:

Roles and Responsibilities

  • Support senior officers in the offices of the Hon’ble Chief Minister, Finance, Planning & Investment Department, and other key units.
  • Supplement analysis processes within the Finance, Planning & Investment Department.
  • Use technology to expedite office work and projects, contributing to Good Governance.
  • Assess the impact of government-initiated development projects.
  • Evaluate challenges in project delivery and implementation.
  • Perform additional tasks assigned by the Competent Authority.

Modalities

  • Fellows will work under the supervision of Deputy Commissioners (DCs) in District Planning Units or at the headquarters in the Finance, Planning & Investment Department.
  • They may also be assigned to the offices of the Hon’ble Chief Minister, Hon’ble Minister in-charge of Finance/Planning, or Chief Secretary.
  • Fellows are required to submit a brief report/paper at the end of their assignment detailing their learning experience and tasks performed.
  • The Finance, Planning & Investment Department and respective DCs will maintain attendance records and supervise work output.

2. Assistant Fellows

  • Contribute to the transformation of governance using technology.
  • Assess the impact of development projects and evaluate implementation challenges.
  • Undertake tasks assigned by the Competent Authority.

Modalities

  • Assistant Fellows will work under the supervision of Deputy Commissioners (DCs) or in the Finance, Planning & Investment Department at the headquarters.
  • They may be assigned to high-level offices as needed.
  • A brief report/paper summarizing their learning and tasks is required at the end of the assignment.
  • Attendance and work supervision will be managed by the Finance, Planning & Investment Department and respective DCs.

Educational Qualifications Essential:
1. Master’s degree in any discipline.
2. Minimum 60% marks in both Undergraduate and Postgraduate degrees from Institutes of National Importance or Reputed Universities.
Desirable:
1. Candidates from premier institutes like IITs, IIMs, ISB, or TISS.
2. Knowledge of Project Management, experience in government schemes, ICT experience, and proficiency in MS Office (Word, Excel, PowerPoint). Exposure to MS Projects or similar tools is preferred.
Experience Minimum 3 years of relevant work experience.
Age Limit 35 years as of 06-07-2025.

For Assistant Fellows

Place of Posting

  • Fellows and Assistant Fellows will be posted in various Departments/Districts of Arunachal Pradesh, as determined by the Competent Authority based on requirements and performance.

Capacity Building

  • The Dr. Kalam Centre, IIM Shillong will provide a 5-day orientation program to equip Fellows and Assistant Fellows with the necessary skills and knowledge.

Logistics & Support

  • Candidates must have their own laptops.
  • The Government of Arunachal Pradesh will provide working space, internet facilities, and other necessities as deemed fit by the Finance, Planning & Investment Department.

Selection Process

  • Selection will be based on a written examination and personal interview, purely on merit and academic credentials/performance.
