The Panchayat & Rural Development Department in Assam is dedicated to empowering rural communities through rights-based programs like MGNREGA. All roles are temporary (contractual) for an initial period of one year, with the possibility of extension based on performance and program requirements.

The following positions are open for applications:

  1. Senior State Program Manager (MGNREGA)
  2. State Program Executives (Finance, Accounts, and Procurement)
  3. Quality Control Officer

These roles are based at the Office of the Commissioner, Panchayat & Rural Development, located at Juripar, Panjabari Road, Guwahati-37.

Detailed Scope of Work

Each position plays a vital role in ensuring the smooth execution of MGNREGA in Assam. Below is a summary of the responsibilities:

  • Senior State Program Manager:

    • Oversee the overall implementation of MGNREGA.
    • Prepare Annual Action Plans and Micro Plans.
    • Monitor the scheme and manage human resources.
    • Coordinate with the Ministry of Rural Development, Government of India, and other stakeholders to ensure Assam’s performance remains top-tier.
  • State Program Executives (Finance, Accounts, and Procurement):

    • Handle all financial operations, including Public Financial Management System (PFMS) and SNA Sparsha/DBT.
    • Prepare the Labor Budget under MGNREGA.
    • Ensure compliance with financial and procurement protocols.
  • Quality Control Officer:

    • Monitor assets created under MGNREGA via Management Information System (MIS) and field visits.
    • Assess the quality of assets and prepare reports.
    • Oversee issues related to Ombudspersons, Project Unnati, and ensure 90–95 days of unskilled labor wages for PMAY-G beneficiaries.

Eligibility Criteria

To apply, candidates must be Indian citizens (as defined under Articles 5 to 9 of the Constitution of India) and meet the following qualifications, experience, and age requirements:

Minimum 10 years in a managerial cadre in public/private sectors with excellent IT knowledge. ₹75,000–₹82,500 + applicable allowances Up to 45 years
2 State Program Executives (Finance, Accounts, Procurement) M.Com/MBA (Finance/Accounting) with minimum 60% marks. Knowledge of finance software (e.g., Finacle, Fintech, Sparsh). Knowledge of English, Hindi, and Assamese is mandatory. Minimum 5 years in finance-related roles in industry, government, or rural development. ₹55,000 + applicable allowances Up to 40 years
3 Quality Control Officer Degree in Civil Engineering with minimum 60% marks. Knowledge of English, Hindi, and Assamese is mandatory. Minimum 3 years, including at least 1 year in rural development projects. ₹40,000 + applicable allowances Up to 40 years

Language Skills

Candidates must be fluent in English, Hindi, and Assamese to effectively communicate with the Ministry of Rural Development, Government of India, and local stakeholders.
